FG Approves N4bn for Conditional Cash Transfers, N2bn Interest-Free Loans for Farmers

The Federal Government of Nigeria has announced significant interventions to address the nation’s deepening humanitarian crisis, with a combined allocation of N6 billion targeting vulnerable households and rural farmers.

This was disclosed by the Minister of Humanitarian Affairs and Poverty Reduction, Prof. Nentawe Yilwada, during the launch of the 2025 Nigeria Humanitarian Needs and Response Plan (HNRP) at the United Nations House in Abuja on Thursday.

Key Interventions

  1. Conditional Cash Transfers:
    • N4 billion has been approved to support at least 10 million displaced households between February and April 2025.
    • The program primarily targets families affected by displacement, particularly in the Northeast regions of Borno, Adamawa, and Yobe.
    • Special focus will be given to women, including widows, pregnant women, and those with disabilities, to alleviate immediate needs caused by displacement, natural disasters, and other crises.
  2. Interest-Free Loans for Farmers:
    • The government has allocated N2 billion for rural farmers.
    • Loans, ranging from N300,000 to N400,000 per household, aim to boost food production, self-sufficiency, and access to markets.
  3. Holistic Humanitarian Strategy:
    • The HNRP integrates humanitarian, developmental, and peacebuilding approaches to address challenges faced by internally displaced persons (IDPs), returnees, and communities in conflict-affected areas.
    • Specific interventions will focus on food security, healthcare access, clean water, and safety, especially for female-headed households, which experience higher rates of hunger, gender-based violence, and child marriage.

UN Partnership and Humanitarian Challenges

The Head of the UN Office for the Coordination of Humanitarian Affairs (OCHA), Mr. Trond Jensen, provided insights into the scale of Nigeria’s humanitarian needs:

  • In 2025, 7.8 million people across Borno, Adamawa, and Yobe states will require urgent assistance.
  • The UN is partnering with the Federal Government to ensure sustainable and long-term resilience for affected communities.

Gender Dynamics and Vulnerable Populations

Prof. Yilwada underscored the challenges faced by women in displacement scenarios:

  • Female-headed households face increased risks of food insecurity, gender-based violence, and lack of healthcare.
  • The government’s strategy prioritizes these households, ensuring access to essential services and safeguarding their well-being.
