FG Abolishes HND Dichotomy, Empowers Polytechnics to Award Degrees, Prioritises TVET Reform

The Federal Government has officially abolished the long-standing Higher National Diploma (HND) dichotomy, marking a decisive policy shift that elevates Technical and Vocational Education and Training (TVET) as a central pillar of Nigeria’s development strategy.

 

Under the new directive, polytechnics across the country will be empowered to award degrees, ending decades of institutional discrimination against HND holders and repositioning technical education as a driver of industrial growth, innovation, and job creation.

 

The landmark announcement was made by the Minister of Education, Dr. Maruf Alausa, at a high-level retreat attended by Council Chairmen, Commissioners of Education, Rectors, Registrars, and Bursars of tertiary institutions in Abuja.

 

End of a Longstanding Educational Divide

 

For years, Nigeria’s education sector has grappled with the perceived imbalance between university degrees and polytechnic qualifications. While polytechnics were designed to produce hands-on, industry-ready professionals, graduates often faced limited career progression due to the HND–degree dichotomy.

 

Dr. Alausa said the Federal Government’s decision to abolish the dichotomy reflects a clear understanding that skills, competence, and innovation—not paper distinctions—must define the future workforce.

 

According to him, the reform will finally put polytechnic education on a strong and dignified pedestal in line with its original mandate.

 

“This policy thrust ends decades of discrimination against polytechnic graduates and elevates polytechnics into centres of excellence within Nigeria’s tertiary education sub-sector,” the Minister stated.

 

Aligning With Tinubu’s Renewed Hope Agenda

 

In a statement issued by the Ministry of Education, Dr. Alausa explained that the policy aligns squarely with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritises job creation, industrial expansion, and human capital development.

 

He noted that the renewed focus on TVET is aimed at bridging the long-standing gap between theoretical knowledge and practical application, thereby supporting industrial, agricultural, commercial, and broader economic growth.

 

According to the Minister, Nigeria’s competitiveness in a rapidly changing global economy depends on a workforce capable of creating, building, and solving real-world problems, rather than merely accumulating certificates.

 

Degree-Awarding Polytechnics and Industry Relevance

 

With the new policy granting degree-awarding status to polytechnics, stakeholders expect a major boost in industry partnerships, funding opportunities, and public confidence in technical education.

 

Dr. Alausa stressed that the reform would encourage stronger collaboration between polytechnics and the private sector, ensuring that curricula remain aligned with labour market needs.

 

He assured stakeholders that the transition would not compromise quality, stating that clear standards, strong regulation, and rigorous quality assurance mechanisms would guide implementation to meet global best practices.

 

“Our goal is global competitiveness,” he said, adding that the reforms would be carefully regulated to preserve academic integrity and institutional credibility.

 

Innovation, Research, and Priority Sectors

 

Beyond policy announcements, the Minister challenged polytechnic authorities to actively entrench a culture of innovation within their institutions.

 

He urged the establishment of entrepreneurship centres, applied research hubs, and structured industry partnerships, identifying renewable energy, agri-technology, digital manufacturing, and climate-resilient solutions as priority areas for institutional focus.

 

According to him, these sectors align with national development needs and present immediate opportunities for skills deployment, local production, and export growth.

 

Accountability and Ethical Leadership Emphasised

 

Dr. Alausa also made it clear that the new era in polytechnic administration must be defined by transparency, accountability, and fiscal discipline.

 

He tasked governing councils and management teams with ensuring timely audits, prudent resource management, and zero tolerance for corruption, warning that leadership failures would undermine the gains of the reform.

 

Ethical leadership, he said, remains non-negotiable in repositioning polytechnics as engines of national productivity.

 

Sustainability and Reduced Import Dependence

 

In addition, the Minister encouraged polytechnics to adopt sustainable practices by improving internally generated revenue through the production of goods and services, developing eco-friendly campuses, and building resilient infrastructure.

 

He challenged institutions to “produce what they consume” and actively support national development by reducing dependence on imports, especially in technical and manufacturing fields.

 

Reaffirming the Federal Government’s commitment, Dr. Alausa pledged continued support through policy reforms, infrastructure upgrades, and strategic partnerships to ensure the success of the new TVET-focused education framework.

 

A Turning Point for Technical Education

 

Education stakeholders have described the abolition of the HND dichotomy as a watershed moment for Nigeria’s tertiary education system, one capable of restoring dignity to technical qualifications and unlocking the full potential of polytechnic graduates.

 

As implementation begins, attention will now turn to regulatory frameworks, institutional readiness, and stakeholder cooperation to ensure that the reform delivers on its promise of skills-driven national development.
