The Joint Admissions and Matriculation Board (JAMB) has introduced a stringent monitoring measure for the 2026 UTME registration, declaring that any Computer-Based Test (CBT) centre whose activities cannot be viewed remotely will be barred from participating in the exercise.
The policy, tagged “No Vision, No Registration, No UTME,” is part of JAMB’s renewed efforts to curb registration infractions, strengthen transparency, and restore the integrity of its examination processes nationwide.
All Registration Centres to Be Monitored Live
The JAMB Registrar, Prof. Is-haq Oloyede, announced the policy at a stakeholders’ meeting involving Peace Monitors, Chief Technical Advisors (CTAs), Chief External Examiners (CEEs), as well as Zonal and State Coordinators responsible for monitoring CBT centres during the 2026 UTME registration.
According to him, all CBT centres participating in the 2026 UTME registration must be monitored live from JAMB’s National Headquarters in Abuja, leaving no room for blind spots or unverified operations.
“Any centre whose registration activities cannot be viewed from the JAMB National Headquarters will not be paid, and such registration may be invalidated,” the Registrar stated.
Approved Cameras Now Mandatory
As part of the new requirements, Prof. Oloyede announced the compulsory use of Microsoft or Digitech Live Cameras for capturing the second image of candidates during UTME registration.
He explained that the directive became necessary following the detection of image manipulation during the 2025 registration exercise, stressing that tighter controls were required to eliminate loopholes.
Only approved camera systems, he said, would be allowed for registration purposes, as the Board moves to fully digitise and secure its processes.
New CCTV Specifications for CBT Centres
Providing further clarity, the Registrar stated that all existing CBT centres must migrate fully to HIKVision CCTV systems, with HIKVision recommended as the approved Network Video Recorder (NVR) or Digital Video Recorder (DVR).
He added that each NVR must have a minimum of 16 channels to adequately cover all critical sections of an examination centre.
“All CCTV systems must be wired. Wireless CCTV systems are not allowed,” Prof. Oloyede said.
He explained that CCTV cameras must comprehensively cover the examination hall, verification area, holding room, walkways, server room, as well as entrance and exit points, ensuring total surveillance throughout the registration and examination phases.
Centres to Bear Cost of Compliance
The Registrar made it clear that JAMB would not bear the cost of reconfiguring CCTV routers or infrastructure for any centre found wanting.
According to him, any CBT centre that fails to meet the required specifications must bear the cost of compliance before being allowed to operate during the 2026 UTME registration and examination cycle.
He warned that erring centres would face stiff sanctions, including delisting and possible prosecution, if they fail to adhere strictly to the new guidelines.
Zero Tolerance for Examination Malpractice
Reinforcing the Board’s zero-tolerance stance, Prof. Oloyede recalled that CBT centres and individuals previously involved in unwholesome activities have already been delisted and are currently facing prosecution.
He warned that JAMB would not hesitate to apply the full weight of the law against any centre or individual found to be complicit in examination malpractice or registration fraud.
According to him, the integrity of the UTME remains non-negotiable, as the examination continues to serve as a critical gateway into Nigeria’s tertiary education system.
Strengthening Credibility of the UTME
Education stakeholders at the meeting acknowledged that the “No Vision, No Registration” policy represents one of the most robust monitoring frameworks introduced by the Board in recent years.
JAMB reiterated that the policy is designed not to punish centres, but to protect candidates, uphold fairness, and ensure a level playing field across the country.
As the 2026 UTME registration approaches, the Board urged CBT centre operators to comply fully with all technical and ethical requirements to avoid exclusion from the exercise.
