He also dismissed concerns that the refinery might dominate the sector, pointing instead to long-standing inefficiencies and a parasitic supply chain model reliant on non-investing middlemen.

“What Dangote is doing achieves two key objectives,” Rewane noted. “First, delivering petroleum products nationwide at uniform prices by eliminating bridging and logistic costs. Second, using CNG-powered trucks drastically cuts down the cost of fuel distribution across Nigeria.”

By bypassing intermediaries and providing credit facilities directly to retailers, the refinery aims to empower micro and small-scale operators, reduce exploitation, and improve price stability in both urban and rural markets.

Kelvin Emmanuel, co-founder of Dairy Hills, said the decision to internalize logistics costs “marks a turning point” in Nigeria’s refining industry, potentially allowing citizens to fully benefit from local refining capacity.

Energy analyst Ibukun Phillips called the move “revolutionary,” emphasizing its implications for equitable access. “Rural consumers who usually pay more will now see real affordability,” she said, adding that revived filling stations could breathe life into underserved communities.

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has also endorsed the initiative. According to IPMAN’s National Publicity Secretary, Chinedu Ukadike, Dangote’s logistics overhaul directly addresses long-standing issues in Nigeria’s downstream infrastructure.

“Our pipelines have been non-functional for years,” Ukadike explained. “This has forced marketers to rely on expensive coastal transport. Dangote’s intervention eliminates this burden, making fuel cheaper and delivery faster.”

As part of the initiative, the Dangote Group is investing ₦720 billion in 4,000 CNG-powered trucks and related infrastructure, including nationwide CNG mother and daughter stations. This investment will eliminate fuel logistics costs estimated at over ₦1.07 trillion annually, leading to potential savings of ₦1.7 trillion for Nigerian consumers.

Starting August 15, the refinery will begin direct delivery of PMS, diesel, and aviation fuel to filling stations, industries, and high-volume consumers nationwide. The refinery intends to meet Nigeria’s daily refined petroleum demand of 65 million litres, including:

  • 45 million litres of Premium Motor Spirit (PMS)

  • 15 million litres of diesel

  • 5 million litres of aviation fuel
